Canada is rich in oil and gas resources. Correspondingly, its laws and regulations are strict, and
the HSE (Health, Safety and Environment) management and supervision
system is quite sound. Once a safety accident occurs, it may lead to huge legal and operational
risks. In the local oil and gas industry, service resources are clearly segmented, there are many
contractors with varying capabilities, and there are significant differences between the domestic
safety system and the local industry best practices in Canada, which bring many challenges to the
general contracting integrated HSE management.
CCL adheres to the problem-oriented approach, takes the construction of the HSE system as the
cornerstone, and uses the in-depth management of contractors as a breakthrough point to make every
effort to improve the HSE management
level. It has achieved remarkable results, with a record of 800 days without a lost-time incident,
and the core safety performance indicator TRIF (Total Recordable Injury Frequency) value has been
reduced to 0 in the 2024. Its safety performance has won unanimous praise from owners and contractors.
Based on the results of sorting out local safety regulations, CCL carefully compiled a standardized HSE management system, which includes one management manual, ten HSE elements and related supporting documents. The manual clearly expounds the overall policies and goals of CCL in HSE management. The system elements accurately define the key links and processes of HSE management, and the supporting documents standardize the specific implementation measures of the element contents again. CCL adheres to the principle of risk traceability orientation, conducts in-depth analysis of business processes, comprehensively evaluates potential risks, and after several rounds of revisions and improvements, finally establishes an HSE management system adapted to local safe operation.
After a year of meticulous preparation and continuous improvement, CCL successfully passed the two-month strict COR audit by the Alberta provincial government and the Alberta Association for Safety Partnership (AASP). With its solid management system and outstanding safety performance, it successfully obtained the COR certification. This certification fully demonstrates that CCL's safety management system is highly consistent with the Canadian industry HSE standards. It not only significantly enhances CCL's comprehensive management strength but also lays a solid foundation for its continuous and stable development in the local market.
